hotel accommodation and hotel services

1.​ General Provisions

These Rules are developed in accordance with the Civil Code of the Russian Federation, the Law of the Russian Federation "On Protection of Consumer Rights" and the Rules for the Provision of Hotel Services in the Russian Federation.

Under the hotel services in these Regulations is understood the complex of services for provision of temporary accommodation in the hotel LLC "Altek", located at the address: 445032 Togliatti Marshal Zhukov Street, 13 (hereinafter referred to as the "Hotel"), as well as additional services.

The right to provide hotel services is confirmed by a certificate of appropriation

hotel of the corresponding category of 3 stars № 550003115, issued by ООО "Hotel-Expert", date of issue: 11.12.2015, validity: 10.12.2018.

The maximum length of stay in the Hotel of citizens of the Russian Federation is not established, for foreign citizens in accordance with the legislation of the Russian Federation on the stay of foreign citizens on the territory of the Russian Federation.

The hotel operates 24 hours a day.

Mode of operation of public catering establishments (restaurants, bars) Hotels:

from 8-00 o'clock. up to 20-00 hours.

The time (take in) set for the arrival of the consumer is 14.00 hours.

The time (take off) set for the departure of the consumer is 12.00 hours.

The list of services included in the price of the room is determined by the category of the number and is established by price lists.

Information on the order of accommodation in the Hotel and the use of hotel services, including these Rules, the Fire Safety Rules (Appendix No. 4 to these Regulations) and the Regulations for the Use of Household Appliances . The information on the executor of hotel services (hereinafter referred to as the "Contractor") and the services rendered to them is placed in the Hotel premises intended for registration of the temporary residence of Consumers (in the information folder at the reception and accommodation of the Hotel) and in each room (in the Consumer's folder).

The list of additional services provided by the Hotel, not included in the price of the room, as well as prices for additional services, are set in the price lists placed in the Hotel premises intended for temporary residence of Consumers (in the information folder at the Hotel Reception and Accommodation Office).

In the Hotel, other paid services are provided by third parties, the list of which is set forth in Appendix No. 6 to this Regulation.

2.​ Form, conditions and procedure for booking and cancellation of the reservation

The Contractor shall make a reservation by taking from the consumer (customer) information for making a reservation through postal, telephone and other communication, which makes it possible to establish that the application comes from the customer (customer). The list of information for making a reservation is set out in Appendix No. 1 to this Regulation.

Reservation of the room through the Hotel's website is carried out by filling out the form on the Hotel's website.

When concluding a service agreement with a customer, a reservation form can be established.

By the customer in these Rules is meant a natural or legal person having the intention to order or purchase or ordering or purchasing hotel services in accordance with the contract for rendering hotel services in favor of the consumer.

The Contractor applies the following types of booking: guaranteed reservation; guaranteed reservation.

The booking is considered valid from the moment the customer (customer) receives confirmation of the booking from the performer.

Confirmation of booking is carried out by the executor in the form of an account-confirmation containing the following information:

o the name (brand name) of the performer, the customer (consumer), the category (kind) of the ordered number and its price,

about the conditions of reservation,

o the terms of stay in the hotel, the date of payment of the invoice;

The Executor has the right to refuse to make a reservation, if there are no available numbers for the date specified in the application.

Advance payment when booking a room is made by the customer or the customer at the time specified in the confirmation invoice issued by the executor or in accordance with the terms of the current special offers, information about which is posted on the website of the performer on the Internet or on-line portals selling the Contractor's hotel services, in the Internet.

In the event that the consumer (customer) has not made an advance payment within the prescribed period, the reservation is considered to be non-guaranteed, and the overdue invoice for the part of the price loses its legal force. Payment for the price of the room for such a reservation is made by the customer (customer) at the price valid at the date of settlement.

When placing a consumer, the advance payment is set off against the cost of living in the room.

The consumer does not have the right to demand a change in the price agreed upon at the time of confirmation of the reservation for a price that is valid at another time, including when it is placed in the Hotel.

The consumer (the customer) has the right to cancel the application (to refuse the guaranteed reservation) without applying any sanctions to it until 2 pm of the day preceding the date of arrival. For reservations made in accordance with the current special offers, other conditions for cancellation (refusal of guaranteed reservation) may be provided on the website of the contractor on the Internet.

Refusal of booking is carried out by taking information from the consumer (customer) for refusal of booking through postal, telephone and other communications, which allows to establish that the refusal of booking comes from the customer (customer). The list of information for the cancellation of the reservation is set out in Appendix No. 2 to this Regulation. The cancellation of the booking through the Hotel site is carried out by filling out the form set on the site.

The contract with the customer can be established its own form of cancellation for each customer.

In case of late refusal of booking, late arrival or non-arrival of the consumer, the customer (customer) is charged for the actual simple number in the amount of the price of the room for the first night.

Untimely refusal of a guaranteed reservation is recognized as a refusal received by the Contractor later than 14.00 hours of the day preceding the date of the scheduled arrival or the dates indicated in the special offers information on which is available on the Contractor's website or on the online portals selling the Contractor's hotel services on the Internet

At a delay more than for 24 hours, the guaranteed reservation is canceled, and from the Consumer (the Customer) the payment for an actual simple number at a rate of the price of number for the first day is raised.

If the reservation is not guaranteed, the Executor expects the Customer to be up to 6 pm on the current day of the scheduled arrival, after which the booking is canceled.

If the booking is carried out by the customer who is a legal entity or an individual entrepreneur, the conditions, amount, terms of making an advance payment, as well as other conditions of booking, including the right of booking on conditions stipulated for non-guaranteed reservation, may differ from those specified in these Rules and are determined contract with the customer.

3.​ The form, procedure and methods of payment for hotel services

Payment for accommodation services and additional services provided by the Hotel is carried out in accordance with the price lists approved by the provider of hotel services.

At the same time, price lists are internal internal regulations of the provider of hotel services, in which the categories of numbers and their parameters are established; the prices of rooms and the list of hotel services included in the price of rooms; the cost of providing extra bed in the room (extra bed); list of the property of the Hotel and its value to be refunded by the consumer in case of loss or damage to the property of the Hotel by the consumer; amounts for calculating the costs actually incurred by the contractor; list and the cost of additional hotel services, including the cost of breakfast, if it is not included in the price of the room. Pricelists are placed in the Hotel's premises intended for registration of temporary residence of Consumers (in the information folder at the Hotel Reception and Accommodation Office).

The prices established by the relevant Price List are differentiated depending on the category of the room, the number of people living in the room and other factors, and they are valid for a limited time. The price of the number for each customer (customer) is set at the moment of booking confirmation by the provider of hotel services according to the current price list, and in the absence of prior booking - when the consumer is placed in accordance with the price list valid at the time of placement.

Payment for the provision of hotel services is in rubles.

To pay for hotel services cash is accepted, as well as credit cards of the following payment systems: Visa Card, Master Card.

When making settlements with the customer (the Customer), the executor issues a cash receipt and an information account to the consumer (customer).

Customers who are legal entities or individual entrepreneurs can pay in cashless form by transferring funds to the hotel's settlement account in accordance with the agreements concluded with the Hotel.

The hotel provides daily and hourly accommodation.

Daily payment for accommodation is applied in cases where the application (agreement) for the provision of hotel services unit of measurement of the period of residence in the Hotel is the settlement day. Under the estimated days is understood: on the first day of residence - the period from the estimated hour (set for the arrival) of the first day of stay to 12.00 hours of the next day; in the second and subsequent days of residence - the period from 12.00 pm on the current day until 12.00 pm on the following day.

In case of daily payment for accommodation, the following rules apply:

At early arrival (ie before the beginning of the check-in hour set for the arrival), accommodation in the Hotel is carried out if there are available rooms of the appropriate category prepared for the placement of the consumer.

At accommodation of the consumer from 0.00 o'clock till 12.00 o'clock of day of arrival the payment for residing is raised at a rate of 50% of the price of number for the first day of residing. When placing the customer at any time, starting from 00.00 on the day of arrival until the set time of arrival, the fee for accommodation is 200 rubles for each hour of early arrival ..

In case of delay in the departure of the consumer on the day of departure after the estimated hour, the payment for the accommodation is carried out at the following rates:

- delay after the settlement hour - payment for accommodation is charged at a rate of 200 rubles for each hour of delay;

- delay up to 12 hours after the estimated hour - payment for accommodation is charged at a rate of 50% of the daily price of the room;

In all cases listed in this paragraph, the daily price of the number is determined on the basis of the relevant Price List of the Executor acting on the day (date) of the Consumer's departure for all Consumers (public tariffs). In this case, the price of the room set for the Customer at the time of booking does not apply.

At late arrival (ie after the arrival of the check-in hour, set for the arrival), payment is carried out at the full cost of daily living.

Children under the age of 6 full years stay in the Hotel without payment. Breakfast and extra bed are available at an additional cost according to the current Pricelist.

The age of the child must be confirmed by a birth certificate or an appropriate entry in the passport of one of the parents.

When the consumer leaves the previously paid residence period, the calculation is made for the actual period of residence, but not less than 24 hours for a daily payment.

At the same time, the amount that exceeds the cost of actual residence and provided additional paid services is returned to the consumer at the time of departure from the Hotel.

The consumer pays a deposit at the time of accommodation in the Hotel, which means money in the amount established by the relevant price list, unless otherwise agreed by the parties when concluding the contract. The deposit is a way of ensuring payment by the consumer of additional services and the amount of damage caused to the performer. The provider of hotel services deducts the value of the additional services consumed by the consumer from the deposit amount, as well as the amount of damage (when the damage is caused to the performer). At the exit of the Consumer, the unused amount of the deposit is returned to the Consumer. The consent of the consumer (customer) for the payment of the deposit is the signing by the consumer (customer) of the contract for the provision of hotel services.

The consumer (the customer) is obliged to pay for the hotel services in full.

4.​ Procedure for registration of accommodation (accommodation)

For accommodation in the Hotel, you must sign a contract (registration card) for the provision of hotel services at the reception desk at the hotel reception.

The contract (registration card) for the provision of hotel services is concluded upon presentation by the consumer of a document certifying his identity, issued in accordance with the established procedure, including:

a) the passport of a citizen of the Russian Federation who certifies the identity of a citizen of the Russian Federation on the territory of the Russian Federation;

b) Birth certificate - for a person under 14 years of age;

c) a passport that certifies the identity of a citizen of the Russian Federation outside the Russian Federation - for a person who permanently resides outside the Russian Federation;

d) the passport of a foreign citizen or other document established by a federal law or recognized in accordance with an international treaty of the Russian Federation as a document certifying the identity of a foreign citizen;

e) a document issued by a foreign state and recognized in accordance with an international treaty of the Russian Federation as a document certifying the identity of a stateless person;

f) temporary residence permits for stateless persons; g) residence permit of a stateless person.

If the consumer does not provide a document certifying his identity, issued in accordance with the established procedure, the contract for the provision of hotel services is not concluded. Such a consumer can not be admitted to temporary residence in a hotel.

The total number of consumers living in the room should not exceed the number of seats in the room. The exception is the residence of children up to 6 full years with their parents (adoptive parents, guardians), close relatives or other accompanying persons.

When concluding a contract for the provision of hotel services, the consumer receives a guest card, a room key.

The hotel reserves the right to refuse to arrange accommodation for persons who are allegedly in a state of alcohol or drug intoxication.

Registration of consumers who are citizens of the Russian Federation at the place of their stay in the hotel is carried out in accordance with the Rules for Registration and Withdrawal of Citizens of the Russian Federation from the Registration Record at the Place of Stay and at the Place of Residence within the Russian Federation, approved by the Resolution of the Government of the Russian Federation of July 17, 1995. N 713 "On Approval of the Rules for Registration and Withdrawal of Citizens of the Russian Federation from the Registration Record at the Place of Stay and at the Place of Residence within Rossiysk and the list of persons responsible for receiving and transferring to the registration authorities documents for registration and removal from the registration of citizens of the Russian Federation at the place of stay and at the place of residence within the Russian Federation. "

Registration at the hotel of under-age citizens under the age of 14 is carried out on the basis of documents proving the identity of parents (adoptive parents, guardians) or close relatives accompanying persons (persons) with them, a document certifying the powers of the accompanying person (s), as well as certificates of birth of these minors.

The designation of a foreign citizen and stateless person to be registered at the place of stay in the hotel and their removal from the register at the place of stay shall be carried out in accordance with the Rules for the Implementation of the Migration Accounting of Foreign Citizens and Stateless Persons in the Russian Federation, approved by the Resolution of the Government of the Russian Federation of January 15, 2007 N 9 "On the procedure for the migration registration of foreign citizens and stateless persons in the Russian Federation."

5.​ The procedure for providing hotel services

a. The executor provides round-the-clock service to consumers arriving at the hotel and departing from the hotel.

b. In case of non-payment of hotel services, they are not provided to the consumer.

c. Entrance to the hotel room is carried out on the guest card issued by the Contractor, which indicates the period of residence of the guest, and the key to the number.

d. Entrance to the hotel room at the end of the period of stay Hotel is not allowed.

e. At the request of the consumer, the Contractor provides the following types of services (related services) without additional payment:

call an ambulance, other special services; use of the first-aid kit;

delivery in the number of correspondence addressed to the consumer, upon receipt; Wake-up to a specific time;

provision of boiling water, needles, threads, one set of dishes and cutlery;

Consumers at the time of signing the application (agreement) for the provision of hotel services agree with the use of CCTV in the premises of the Hotel (except for rooms and toilet cubicles).

Guests of the consumer, at his request, and with the notification of the receptionist of the Hotel reception and accommodation services, can stay in the Hotel until 23.00 hours, provided they present a document proving their identity. When the customer is in the room after 23.00 hours, his hotel accommodation must be arranged.

If the service includes breakfast, it is provided to the consumer from the day following the date of arrival. The consumer can optionally order breakfast on the day of arrival for an additional fee.

The extension of the stay after the estimated time of check-out is subject to availability.

If it is necessary to extend the period of residence, the Consumer must notify the Contractor not later than the Check-out time of the day in which the Consumer must leave the Hotel, and the Contractor, if available, extends the period of stay.

Payment for the extension of the period of residence is made by the Consumer in the manner set out above in these Rules for payment of the Room Price and must be made by the Consumer no later than the Check-out time of the day on which the Consumer has extended his stay.

When leaving the hotel, the consumer is obliged to hand in the number, guest card and key to the hotel employee and make a final settlement for accommodation and additional services.

Acceptance of the number is carried out during the departure of the consumer.

If there are available rooms in the hotel, the following categories of citizens have the primary right to accommodation:

Heroes of the Russian Federation and the Soviet Union; full cavaliers of the Order of Glory;

participants in the Great Patriotic War;

invalids of the first, second, third groups and persons accompanying them; liquidators of the Chernobyl accident;

consumers with children under the age of 6 full years; pregnant women;

pensioners.

The book of comments and suggestions is located in the reception room of the Hotel.

The consumer has the right at any time to refuse to perform the contract, provided that he has paid to the contractor actually incurred expenses.

The Contractor has the right to unilaterally refuse to perform the contract if the consumer violates the terms of the contract, while the consumer reimburses the contractor for actually incurred expenses.

The amounts for calculating the costs actually incurred by the contractor are determined by the relevant price list.

6.​ Rights, duties and responsibilities of the performer

The Contractor undertakes:

Timely and fully provide the consumer with paid hotel services.

Ensure the quality of services provided by the Hotel.

Ensure the confidentiality of information about consumers and visitors to the hotel.

Do not hold noisy events after 23:00 on the territory of the hotel, except for pre-arranged holidays and entertainment programs.

Provide full information about the services provided by the Hotel.

Ensure the availability in each room of information on the order of residence in the hotel, fire safety rules and rules for the use of electrical appliances.

Respond in a timely manner to customer requests in eliminating inconveniences, breakdowns in the room fund, hotel infrastructure facilities.

In the event of an accident or failure of any equipment in the room and the impossibility of eliminating this problem, offer the consumer a number not lower than the category paid for them. If the latter can not, return the money.

Provide, at the first request of the consumer, a "Book of Feedback and Proposals".

Do not provide services provided for an additional fee, without the consent of the consumer.

Provide a change of bed linen at least 3 days later, change of towels - daily. At the request of the consumer, early change of bed linen and towels can be made for an additional fee.

Immediately consider the demands and complaints of the Guests, take action on the complaints of the Guests.

The Contractor has the right to refuse to provide the consumer with accommodation services, to evict the consumer from the hotel and to expel him from the hotel in cases of violation of these Rules, posing a threat to the health of citizens, hotel assets and third parties, compulsory drawing up an act on the incident and inviting (if necessary) employees of the competent authorities.

The Contractor shall not be liable to the Consumer for direct or indirect losses and / or lost profits resulting from the temporary absence of telephone communication and / or mobile (cellular) communication and / or access to the Internet and / or interruptions in their implementation, as well as for other circumstances outside the control zone of the Contractor.

The Contractor shall not be liable for causing damage to the health of the consumer in the event that he consumes food and drinks purchased outside the hotel and from third parties.

The Contractor is responsible for the loss, shortage or damage of the things entered into the hotel, with the exception of money, other currency valuables, securities and other precious things.

The Hotel entered into the Hotel is a thing entrusted to the employees of the Hotel, or a thing placed in a hotel room or other place intended for this purpose.

The hotel is responsible for the loss of money, other currency valuables, securities and other precious things of the consumer, provided that they have been accepted for storage or placed by the consumer in the personal safe provided to him, regardless of whether this safe is in his room or in another room of the Hotel .

A consumer who has discovered the loss, shortage or damage of his belongings is obliged to immediately notify the hotel administration about it.

The Executor is released from liability for loss of things in the following cases:

- a consumer who has discovered the loss, shortage or damage of his belongings did not declare the hotel administration in a timely manner;

- The lost item was left in the places not assigned for it - at the entrance to the hotel, at the reception desk (if the item was not transferred directly to the hotel employee), etc .;

- the lost thing refers to valuable things (money, jewelry, etc.) and was not transferred to the performer for storage.

The time period for the storage of consumer goods in the Hotel is the period of residence of this consumer in the Hotel.

Things found in the room to be released, or left in the safe after the estimated time of departure are recognized as forgotten and placed by the Contractor in the room of the forgotten things of the Hotel. The storage of things for storage is carried out by the administration of the performer in the presence of representatives of the performer in the number not less than 2 (two) people and is executed by the corresponding Act on the storage of the forgotten things of the consumer for storage in the form established in Appendix No. 3 to these Rules.

The performer notifies the consumer of the things that he has forgotten by the contact data provided by the consumer to the performer.

The Contractor may, with a separate order of the consumer and subject to the Consumer's prepayment of delivery costs, deliver the forgotten items to the address indicated by the Consumer.

Forgotten things are kept by the performer for 6 (six) months.

After the expiration of the established period of storage, the things forgotten by the consumer are considered unclaimed and are subject to disposal in accordance with the procedure established by the local regulatory acts of the Contractor.

7.​ Rights, duties and responsibilities of the consumer

The consumer is obliged:

Observe the order of residence in the Hotel provided for by these Rules and other local regulatory documents of the Contractor, which can be found in the information folder in each hotel room.

Observe the rules of fire safety.

Respect the rights of other consumers and visitors to the Hotel

Release the room after the expired period of stay.

Immediately notify the receptionist and security service in case of loss of the guest's card.

Reimburse the damage in case of loss or damage to the property of the Hotel personally or for an invited person.

Leaving the room to close the water taps, turn off electrical appliances, lighting, close the windows.

Observe the norms of behavior in public places.

Do not interfere with the proper performance of the employees of the Hotel by their official duties.

Observe the order of the arrangement.

Take care of the hotel's property, keep cleanliness, silence and order in the hotel's rooms and common areas.

In case of emergency, strictly follow the instructions of the employees of the Hotel.

The consumer is prohibited from:

In order to comply with fire safety, use the heating appliances (boilers, electric kettles, electric stoves, etc.) in the Hotel Room and in the common areas, except for the devices provided by the Contractor;

Leave the unauthorized persons in the room in their absence, and also transfer the guest's card to unauthorized persons;

Smoking in rooms and other premises of the Hotel, as well as in the adjacent territory in areas that have not been provided.

To bring and store weapons, explosive and easily flammable, toxic, corrosive, poisonous, narcotic substances and materials, firearms and others, which are a threat to the health and life of citizens, dangerous items.

Use pyrotechnic means (fireworks, Bengal lights, firecrackers, etc.)

Contain in the number of animals, insects, birds and other fauna;

Dispose of garbage and other objects from windows;

To rearrange, take out of the room furniture, bedding and other property of the Hotel;

To be in the offices of the Hotel without the permission of the employees of the Hotel;

Gambling in public places Hotels;

To spoil the equipment and furniture, to make inscriptions on walls and property, to paste on walls and inventory of a photo, drawings, clippings from newspapers and magazines;

Litter common areas;

Use open fire;

To make an exchange or sale of things on the territory of public places of the Hotel;

Perform work or perform other activities that create increased noise and (or) vibration, violating the normal living conditions of other consumers. From 23.00 to 07.00 hours, use of televisions, radios, tape recorders and other loudspeakers is allowed only if the hearing is reduced to a degree that does not disturb the rest of the Guests;

To commit deliberate actions threatening their own life and health, as well as the life and health of others;

It is open to wear any kinds of civil, service, combat weapons, including in the performance of official duties.

To drink alcoholic beverages, and also to consume food in public places of the Hotel (lobby, hall floors), except for food enterprises.

Smoking in rooms and other premises of the Hotel, as well as in unidentified places.

It is prohibited to access and stay in the Hotel for persons in the state of alcoholic, narcotic or toxic intoxication, with aggressive behavior that does not meet sanitary and hygienic requirements, in beach clothing, unaccompanied minors without children, and visitors with animals.

Responsible for the behavior of minors and compliance with these Rules are their parents or other accompanying persons.

The consumer has the right:

Use all hotel services provided they are paid.

Get full and reliable information about the rules of accommodation in the hotel, the cost and list of hotel services.

Contact the reception and reception staff about the quality of the services provided.

In the event of loss or damage to the property of the Hotel, the Consumer shall reimburse the Hotel in full in accordance with the price list approved by the Contractor.

Fire Safety Rules

1. In the rooms and premises of the Hotel it is prohibited:

• smoke in places not designated for this purpose;

• Store flammable and flammable liquids, explosives, gas cylinders, aerosol dispensers and other explosive substances and materials, as well as heating and household electrical appliances;

• to obstruct passages, corridors, tambours, elevator halls, staircases, stairway marches, and also to block evacuation outlets with furniture, equipment and other items;

o conduct cleaning of premises using gasoline, kerosene and other flammable and combustible liquids;

• Use electric heaters (including boilers, electric kettles, electric irons, electric stoves).
